NPCs are spawning

I thought npcs are not supposed to spawn ,but after about 5 minutes of roaming the waste raiders that were sliding around attacked me! When i hit them they just kind of jerked around. After i killed them i was able to loot them etc... Any idea why they spawned???

It's a known bug, we are looking into it

Actually I've solved this some time ago already, but it isn't released yet.
