will there be side quests that you and your friends can play like from the chick the makes you go out and make a book? Also will you spawn in the vault to make your charcter or will you spawn outside and start there

There won't be any quests. You will be able to script your own quests. vaultmp won't provide game content like this by default. You can customize spawn points. You can script a sort-of character creation.
