Can you be more specific, what did you try how does your server INI look like.
I can't help you if you do not give any information. The more the better.

I forget about the DLL because I don't have a problem with it.

(just drag and drop this file inside your main game folder \Bethesda Softworks\Fallout 3)

Inittime was more a thing with New Vegas, but it also never fix anything for anybody. :-P
