My idea:
You spawn with nothing but your equipped items.
Why I think this is the idea death penalty:
For hardcore players: There is a fear of death, you will lose literally everything but what you happen to have equipped at the time of death.
For more regular and casual Fallout players: For those of you that liked and/or are used to just having to load your game on death so that you're back with all your stuff, you still keep your best stuff since you will have it equipped when you die. You still start out with your best stuff, so you still kind of feel like you're playing Fallout 3's singleplayer.
For roleplayers: You'll hardly ever see random naked players running back to their bodies to get their stuff. There's also less random KoS because there's less of a reason to kill the players you meet and less of a reason for them to kill you. You're more likely to find someone to team up with.
For bandits: You still have a reason to go and attack or rob that lone player that you find. Whether it be for caps, ammunition, food, stimpaks, chems, or to find some good weapons and armor in their inventory that the player didn't have equipped (which we all know, as Fallout players, is often the case).
For merchants: Players will still constantly be coming to you to buy new supplies, since they will still lose most of it on death.
For making the game better: You'll have a larger audience of people who might not have be interested with a permadeath or no death penalty feature. There's also less people randomly fighting each other like it's Call of Duty: Fallout. You could also choose to choose this or a different death penalty option when setting up a server, in case this isn't your style.
So, there's my suggestion. Thoughts?
