My Fallout: NV Console Wont Open :(

So yea title says it all :/ im pressing "~" but the console wont open :(. Any suggestions?

My Fallout 3 console works, but when I press it I don't see it, just when I write something half the letter appears, you might have this resolution problem on NV(maybe even worse).
