I would advise New Vegas.
Everytime I attempt to put -nv in the command line the server still comes up as Fallout 3.
Will installing this mod disable achievements for Steam? Or won't affect anything at all?
I'm not sure about the achievements, but I suspect they don't get disabled ;)
There will be NPC sync ? We can will create our own NPC's?
Not in the next update (which is "only" a large rewrite of the mod), but it will be there later. The current system overhaul is to make advanced stuff like NPC sync and creation possible ;)

Just download vaultmp and enter to the New Vegas server. You don't need special files for play in new vegas.
