I think you can actually host your own servers without the master server, but you'll need a decent rig and anyone that wants to connect will need to know your IP.

So, is the problem the master server being down? I was running a server locally earlier to test it out, and had to run a local master server for it to connect to. I guess things would be a bit easier if you could use a direct connection.
