it's chuck norris. he's part of the server project. he monitors mortals and ensures they dont do anything wrong.
He doesnt mind you shooting him, since he's chuck norris he cannot truly die. he just blinks and respawns.

I just blew up his head like 3 times and he don't bothered, well, I saw him opening a gate with ghouls behind it and then dying, but the gate didn't opened for me(NEED SYNC)

How come that when I open up the Vault-Tec I don't see any available servers? are they currently offline or something?
i have same problem sometimes even servers are online just keep clicking on master query button until servers show up. this happens to me maybe cos im using 3g modem latencys are huge sometimes.
