No, there are a Pipboy and with this you can equip armor and weapons but VATS are disabled.

there is a savegame without and a savegame with pip-boy. lol.

The pipboy savegame will be removed when items can be controlled via script. It's only temporarily available to test the inventory systemWhen the scripting functions are there, you can use the default savegame without the pipboy. You will automatically get a pipboy from the server, so there won't be a real difference then.
well, for now I will test killing raiders and getting their weapons, you must fix the hotkey problem, when I press R to repair on the pip boy, I must press it repeatedly until it works, same works when I search a body, I must press E or A repeatedly until the hotkey works.
