My friend is getting an error everytime he is attempting to connect to his or my vaultmp server. The game we are testing it on is The Steam version of Fallout:New Vegas
The Error isloading world (000DA726,-18,0) failed (Timeout of 300000 reached for future value retrieval)
Can you upload the log file of vaultmp? It's in the game directory

It is a generic error message telling that the game closed (crashed). Just because it's the same message doesn't mean it's the same error. In fact, it's likely that it's a totally different one in case of New Vegas.

Is it normal that I have to click the master query button lots of times until a server appears, and when it does the ping is 65535 and I can't connect simply by the error message:
"Failed to connect to the server"

If the server has ping 65535, this usually means the server machine didn't forward the appropriate port (and you can't connect).
